    (2) The "Measure" provided varies based on the data reported.  The measure reported will either be a total, the median value, an average, or a percent.  A total represents the sum of all the data for a given data item.  The median value is the middle value a set of data which half the cases fall above or below. In this report a statistical median is used, which takes the lesser value if there is an even number of values in the set. An average is the sum of the data item divided by the number of valid responses for that data item.  A percent is the proportion of responses in a given response category relative to all possible responses to a question.
